High Desert Development Partners of Los Altos, CA, is proposing 420 houses, up to180 condominiums, a 75-to-100-room hotel and a conference center as well as two golf courses, tennis courts, swimming pools and equestrian facilities. The group is in the process of acquiring the 11 parcels on which the development would occur.

The developers are predicting the resort will pump more than $300 million into the local economy during the 10 to 20 build-out of the resort. Existing resorts in Central Oregon include Sunriver, south of Bend; Eagle Crest, west of Redmond; Black Butte Ranch, northwest of Sisters; and Crooked River Ranch, north of Redmond.

The hearings examiner approval comes with more than 30 conditions. There is a 12-day window to appeal the hearings officer's decision to the Deschutes County Board of Commissioners. If approved by the board, the developers would then submit detailed plans for the project, which also would go through an approval process.
