The Metropolitan Council, the regional planning agency for the seven-county Twin Cities area, approved the change at the 40-acre site to accommodate thehighway maintenance facility. Council policy stipulates urban uses should not be permitted on agricultural lands unless there is a strong showing that it is the only available site. County officials were able to demonstrate that was the case.
