That's because the city of Pflugerville's zoning code requirements on density and parking ratios made serious multifamily development cost prohibitive, managing partner John Hilz tells GlobeSt.com. "We spent the last two years in various work sessions with the planning and zoning commission, the city council and the mayor and basically rewrote the zoning ordinance for the city of Pflugerville," Hilz says. The $18.6-million, 350-unit complex has apartment sizes from lofts to three-bedroom units. It sits on 21 acres at 15823 Foothill Farms Loop. The project was planned and developed by Winchester Properties, with AWA Architects Inc. acting as designer.

Northwest Construction Co. had been the general contractor. Rents are in the range of 95 cents per sf. Amenities include a closed-circuit security system, private parking garages and on-site business services. Lincoln Property Management will manage the property. Hilz says eight leases had been signed yesterday.
