Seaboard had first looked at building a new plant is Great Bend, KS and then had looked to St. Joseph, MO. The company purchased 140 acres in Elmwood last December and the city council approved rezoning.

Company officials, in a release, gave no reason for the stoppage. There was opposition to the plant from the beginning. Concerned Citizens of Doniphan County had sued in state court to stop the project. The group was trying to get two proposed ordinances connected to the plant to be put to a public vote.
