The Commission's staff is now recommending building a 250-room, high-rise hotel at the site, a departure from the previous recommendation for a low-rise hotel to avoid obstructing bay views.
Fifth Avenue Landing is developing the Spinnaker Hotel and hoping to incorporate design changes and lower elevations to improve public access and avoid blocking the view from the convention center.
