However, she says the owners of the site aren't interested in expanding that site. That doesn't remove it from consideration, Foran says.

"We're not ruling out anything at this point. We're still in the investigation mode. No decision has been made at this point," Foran says.

The department wants to build a $182.9-million rail freight yard, including track and road improvements. The yard would be paid for through a combination of federal, state, railroad and private investment funds, Foran says.

Recently, MDOT hired the Corradino Group of Louisville, KY to write a feasibility and environmental impact study on the proposed terminal. It will cost $3.1 million to use the group, including the set up and carry out of public hearings and a web site.

The first public hearing on the Southeast Michigan terminal complex will be held at the Latino Family Health Center at 4 p.m. and 6:30 p.m. at the Latino Family Health Center, 3815 Fort St., in Detroit. The Corradino consultants will be at the meeting to discuss the road improvements required to serve the terminal and the environmental impacts of the project on the community.

Officials from MDOT says the project is being developed using an incremental approach. The department is working with the four railroads that serve the area on specific terminal needs. The railroads are CSX Corp., Canadian National Railway Co., Canadian Pacific Railway Co. and Norfolk Southern.

A plan has been developed by MDOT that calls for the establishment of at least four separately operated, intermodal terminals to be located within a designated terminal district.

The $182.9 million figure is also still up in the air, Foran adds. "With the numbers at this point, where the site goes may depend on what the final product looks like, so it's a little early to discuss finances," she says.
