Manpower Inc.'s recent Employment Outlook Survey for San Diego found 38% of local employers polled intend to add workers during the second three-month period, while 45% will stay with current payrolls and 17% foresee cutbacks.

San Diego's employment market is down slightly, but not as much as nationally. Across the nation, 28% of companies said they will continue to add workers, while 59% expect to make no changes. Meanwhile, 8% expect cuts and 5% are undecided.

The state's jobless rate hit a 30-year low in February at 4.5%, compared to 4.6% in January, according to the state Employment Development Department. San Diego County's unemployment rate was 2.6% last month.
