"We have got people right now working in closets and cubicles," Glenwood City Manager Mike Copp tells GlobeSt.com. "We are about as tight as you can get."

In 1999, taxpayers in this city, situated off of Interstate 70 and on the way to Aspen, had approved a $23-million bond issue. About $6 million is earmarked for the 36,700-sf municipal center. The four-story building is being designed by Oz Architecture, which has offices in Denver, Boulder and Summit County in the mountains.

The new building is about four blocks from the current municipal center, says Jim Bothwell, Oz's project architect. Etkin Skanska is the general contractor. Etkin and Oz had been selected from a field of eight teams competing in a design contest.

"Their current operations are housed in a building that is pretty old and run down," Bothwell tells GlobeSt.com. "It's at least 30 years old. They are definitely busting at the seams. They have people working in the windowless basement."

One feature of the new building will be a large glass storefront that will serve as a gallery. "It is providing some wall space for the display of public art," he says. "They could display some fifth grader's art if they wanted, for example."

Although Glenwood Springs is in the mountains, the design isn't the typical Colorado mountain-style with big timbers that look like a ski lodge. "If you look at the fabric of Glenwood Springs, it's mostly three-story and brick façade architecture," he tells GlobeSt.com. "We're playing off that and not falling into the rustic mountain architecture. The buildings you see might be like you would find in downtown Boulder."
