Spano explains that the resolution released on Mar. 21 proposed $15 million to be allocated for the Westchester County Health Care Corporation Center and $15 million for participants from academic medical centers in Westchester and New York City under its Gen*NY*sis (Generating Employment through New York Science) program.

The Westchester County Health Care Corp. Center (operating entity of the Westchester Medical Center) has released a proposal, supported by Westchester County government, to develop a biotechnology project that could run from 300,000 sf to 500,000 sf on 60 acres of vacant land on the Grasslands Campus in Valhalla.

The senator notes that the $15 million earmarked for academic medical centers could involve a proposal now being forwarded by New York Presbyterian Hospital in White Plains. The hospital is now involved in the city's approval for a biomedical development that would involve the renovation of existing space and the development of two biomedical buildings totaling 380,000 sf of space.

Spano adds that he expects intense competition for the state biotech funding and that he has asked Westchester Medical Center to work on its proposal and find academic partners for its development. He says New York Presbyterian Hospital could be a potential academic partner as could New York Medical Collage or other area institutions. Spano notes that while the Senate Resolution calls for a total of $500 million in biomedical and biotechnology research statewide, the Assembly is proposing just $150 million to be included in the state budget.

As budget negotiations continue, the Senate and Assembly will discuss the amount of biotech/biomedical funding that should be approved as well as what projects to award Gen*NY*sis monies to. Spano says he hopes to receive a revised plan from Westchester Medical Center, including potential partners, in a few weeks.
