Unions' Suit to Stop Bush Order May Help Big Dig

BOSTON-The National Building Trades Council plans to take legal action to seek an injunction against an executive order banning project labor agreements on all construction projects that involve Federal money. The order endangers the Big Dig's project labor agreement.

BOSTON-The National Building Trades Council is planning to take legal action to seek an injunction against President George W. Bush’s executive order banning project labor agreements on all construction projects that involve Federal money. The order, which was issued in February and reaffirmed by Bush at the beginning of the week, could destroy the agreement between Big Dig officials and labor groups that enabled the massive $14-billion highway construction project to proceed without any labor strife.

The National Building Trades Council–a department of the AFL-CIO–is the parent organization of the local Massachusetts Building Trades Council. According to Joe Dart, president of the local organization, if the order goes forward, the Big Dig could be severely affected.

“There is $800 million of work yet to bid,” he tells GlobeSt.com. “We have assured the Massachusetts Highway and Bechtel Parsons that there would be no disruptions in labor-related issues. That’s the way it’s been.” Without that assurance, notes Dart, there are no guarantees that labor won’t strike.
