The city-owned property will be leased to a developer for construction of a shopping center there. The city is negotiating with Carlsbad-based GMS Realty, according to city officials.

On Wednesday, the City Council approved a contract with San Diego-based W.R. Connelly Inc., which is expected to start grading at the site next month. About a dozen companies submitted bids for the project.
