Mazziotti was a chief planner for the City of Portland in the mid-1970s under Neil Goldschmidt and economic director for the City of Vancouver, WA. He followed Goldschmidt to Washington D.C. in 1978 to serve as deputy assistant secretary for the federal Department of Transportation. After that, he served as Pennsylvania's acting secretary of commerce and in 1987 started Delta Development Group, a private consulting firm in Camp Hill, PA.

While in Pennsylvania, Mazziotti also founded the Pennsylvania Business Roundtable, a non-profit association of 38 CEO's from within the state, and served as chairman of the state supreme court's technology committee, as a board member of the Pennsylvania Chamber of Business and Industry, and as a board member for the National Council for Urban Economic Development.

Mazziotti returned to Oregon in 1997 to be the state's chief strategist on technology under Governor Kitzhaber. Most recently Mazziotti was a state telecommunications official.

Mazziotti was not immediately available for comment Tuesday evening. He will be leading an agency with 150 employees an annual budget of almost $230 million. Portland Mayor Vera Katz says Mazziotti "knows how to communicate a vision and build consensus and, most importantly, as someone who helped shape our city during some of its most formative years, he knows and loves Portland."

The two other finalists for the executive director position were Grace Crunican, former director of the Oregon Department of Transportation, and Wyman Winston, a housing official in Wisconsin. The vote for was 3-to-2 in favor of Mazziotti,who will earn an annual salary of around $130,000.Mazziotti will assume his role on May 7, replacing former PDC executive director Felicia Trader, who retired in January. PDC Housing Director Baruti Artharee is serving as interim executive director.
