The area is the former home of Municipal Stadium, where the Chiefs and the Royals played until the 1970s. It is just blocks away from the 18th and Vine historic jazz district.

The new plan, called the Vine Street District, calls for the construction of 550 residential units, 50,000 sf to be used for retail and commercial space and 16,000 sf for office space. The project is a partnership among the Black Economic Union, Bank of America and a community group called Move Up. Construction is expected to cost about $42 million.

At the site where old Municipal Stadium sat, plans call for the construction of 52 single-family residences. Loft apartments will be built along 22nd Street. The project encompasses about 96 acres. The plan is following the idea of new urbanism, where a complete neighborhood is created in a small area and where services and amenities can be reached within five minutes. In the plan, 90% of the residences, retail, commercial, parks, three public schools and two churches will be within the core of the neighborhood.

The Vine Street District is part of a master plan proposed by Mayor Kay Barnes to bring at least 10,000 residents to the urban core in the next 10 years. Her plan defines the target area as being between the Missouri River to the Country Club Plaza.

"The city is truly excited about the Vine District plan to help create a viable urban village for Downtown," Barnes said. "The city has approved the plan and is in full support."

Financing for the Vine Street District will be aided by the use of Chapter 353 of Missouri development monies, which allows full tax abatement for 10 years and 50% abatements for the following 15 years.

Nearby, the 18th and Vine jazz district is undergoing a $35-million renovation and the Beacon Hill residential area is experiencing the renovation and construction of 220 homes. The $40-million Beacon Hill project covers an area between Troost Avenue and The Paseo, from 22nd to 27th streets.
