The first phase of the report dealt with whether or not to build another runway at the airport. The second phase will concentrate on land use and zoning.

It was estimated that building a new runway would have cost from $30 million to $80 million and that most general aviation flights are now being handled in Lee's Summit or Johnson County, KS. Residents approved closing the airport and creating the intermodal freight hub in 1999.

Kansas City Southern Railway is expected to break ground on the new intermodal facility late this year. An 8,500-foot runway is already being used as a test area to store sport utility vehicles before shipping.
