At the NMHC, Cardwell will be responsible for apartment housing and finance issues, including private capital markets and federal housing finance programs. He will also lead the council's technology initiatives, managing its technology conferences and producing information on using technology to improve apartment operations and resident satisfaction. He will also participate in the joint legislative program of the NMHC and the National Apartment Association.

Cardwell has more than 15 years of housing and finance experience. At Freddie Mac, he served as senior manager for product development, where he developed and implemented new multifamily mortgage products. He also served as manager of loan product and product development and as manager of the organization's community development investment group. Before joining Freddie Mac, Cardwell served in the Office of Affordable Housing Programs at the US Department of Housing and Urban Development, as director of business and redevelopment activities for Trammell Crow Residential and as economic development director for Falls Church, VA.

NMHC represents firms engaged in all aspects of the development and operation of apartment housing, including ownership, construction, management, and financing of properties.
