In a letter written early this year, Blum told city commissioners a liquor-serving restaurant must be approved to allow Phase 1 to begin, due to financing requirements and other obligations.
Buffalo Wild Wings restaurant, which had tried to bring in a license from Mount Clemons, pulled out of the project in February after the commissioners waffled on its approval.
