The Regional Water Quality Control Board gave its approval for an extension of State Route 125 to tie into the rapidly growing Otay Mesa area. Commercial and residential developers want to extend the current freeway from State Route 54 to State Route 905 at the Otay Mesa border crossing, providing a full freeway link from Otay Mesa to Santee.
Project supporters say the freeway would ease congestion in the South County and take cars and trucks off of Interstates 5 and 805.
Opponents, who have threatened to sue to block the project, however, say a toll road is a bad idea because the construction would cause environmental injury.
