The California Lands Commission, made up of state Lt. Gov. Cruz Bustamante, Controller Kathleen Connell and Finance Director B. TimothyGage, will discuss the Port District's plan to buy several blocks in the East Village area near the ballpark. If approved, the city would convert the properties to parking lots.

City officials announced the money from the Port District at a 1998 news conference, right before a Padres World Series game and just two weeks before voters were to cast ballots on Proposition C that would authorize spending of public money for the project. City voters passed the measure.

Under the agreement, the port would collect all parking revenue from the properties except on Padres game days and other special events held by the team. The lots would also serve the San Diego Convention Center.

The state is required to vote on the deal, because under California law ports are allowed to spend public money on measures that are in the best interest of the state as a whole.
