First, the State Lands Commission rejected the original deal proposed by the Padres, the Port and the City of San Diego on the grounds that it was not financially sound. But then the three-member board approved conditions that would allow the deal to move forward.
Under the plan, the Port will purchase an 800-space parking lot to be shared by the ballpark and expanded convention center. But the commission wouldn't go for a condition that would have given the Padres exclusive rights to parking during games or special events at the stadium.
The Port first proposed getting involved in the project in 1998, offering to make up a $21 million gap in financing for the $450-million project.
