Centex, the Dallas-based developer, is expected to unveil plans this week that will be able to handle a 500-year flood. The measures include a levee and raising the elevation of the ground. The project includes from 580 to 600 units of housing and 23,000 sf of commercial space. Once site work is done, construction could begin next year.
