Plans for the artery have been a source of contention here with a number of public meetings convened over the past year to discuss the plans ending up with no clear direction. This report will not be presented to the public before it is put into its final form.

San Francisco-based SMWM, locally based Cecil Group and the Halvorson Co. of Cambridge were hired to produce the plan, which reportedly suggests that two of the land parcels that will be split should be joined together to create a larger park. The report is also said to recommend that a building be used to hide a highway ramp parcel and that paths from Downtown to the waterfront be clearly marked.
