The complex financial package would include participation by Su Development, Bellevue Community College and the King Country Regional Library System. The group is banking that the City of Bellevue will be coaxed into shouldering $1.5 million of the debt plus offering a long-term lease on a key piece of land.

Su Development wants to build a 21-floor residential building with two floors of retail. The arts center would be located adjacent to the new complex and the present library. Bellevue Community College would be the main tenant of the arts facility and manage the building, along with conducting some of its adult education classes there.

The Bellevue library would lease or purchase many of the new parking spaces to help solve is current parking woes.
