Terminal 4 was designed and engineered by TAMS, Skidmore Owings & Merrill and Arup Engineers. The 165-acre site is the only airport land parcel with room for future expansion, and the terminal is designed foreasy additions of gates and arrivals facilities with a minimal effect on operations. The U-shaped layout of the three-floor terminal is meant to facilitate movement of passengers.

The top floor of the terminal is for departures, the middle for shopping and gate access, and the ground level for arrivals. Retailers in the shopping area will include W.H. Smith Booksellers, H. Stern jewelers andI. Santi luggage and leather goods. Restaurant Associates have signed leases for 15 food service outlets, including Krispy Kreme, Sylvia's of Harlem and Au Bon Pain.

Phase II, an expansion to accommodate Delta Airlines, is projected to run through May 2005. The expansion will double the size of the facility.
