The Defense Commissary Agency contracted with Hensel Phelps Construction Co. to design and build the project. It consists of a single-story, steel-frame building with plaster exterior.
The facility is divided into two areas, including a 50,000-sf commissary grocery store and 100,000 sf taking in the Naval Exchange, an area that includes a photo shop, flower shop, jewelry store, dry cleaner, bookstore, salon, restaurants and garden center.
Little Rock, Ark.-Cromwell Architects Engineers was the project architect and the civil, electrical and mechanical engineer.
