Rothwell has been the leader of Michigan's economic development programs since April 1993, when Governor John Engler appointed him to lead the Michigan Jobs Commission, a state department whose economic development duties have since been spun off into the MEDC.

The International Economic Development Council offers the combined membership of about 4,000 expanded and improved information, services and alliances and stronger advocacy and access at the federal level, MEDC officials say.

The IEDC is an international organization with global reach and a board of directors that includes Canadian and European representatives. The IEDC is a co-founder of the International Network for Economic Developers together with the Economic Developers Association of Canada and the European Association of Development Agencies.

The IEDC's purpose is to assist members of respective organizations to develop bilateral contacts and common projects, provide an international learning exchange, develop networks and bring groups together around common themes.

The IEDC will also serve as the prominent economic development guide in areas such as brownfield redevelopment, real estate development, commercial revitalization, job training, infrastructure finance, community development, export promotion, tourism development, industrial rehabilitation and location and business financing.
