The district purchased the 350,000-sf building in 1999 from Lowe Enterprises for approximately $12 million and in it plans to combine a variety of operations. It plans to spend an estimated $20-$26 million on the remodel.

Part of the facility will become a large food preparation area. The facility also will be used for storage, support services and several department offices.

The renovation has been stymied by permit delays, appeals and zoning. Originally, the district was granted more office space in exchange for allowing outside business to use or buy other property in the area.
