Krikorian movie theaters, Staples office supply store, La Salsa, Panda Express and Chili's Bar and Grill already have agreements to occupy the center. Lowe's is trying to assemble several parcels to form the project area.
Under the agreement, Lowe's will loan the city more than $1 million to help relocate residents of a nearby apartment complex. In exchange, the city will pay the retailer's development fees and other costs. Lowe's hopes to begin work on the project later this year.
