John Pavone of the company says he plans are to build 100 condominiums on the land. The parcel continued to remain vacant for more than a year. The council also agreed 6-1 to begin condemnation proceedings if Pavone does not sell theland.

Councilman Martin Howrylak says Pavone had submitted an offer six months ago to the city, and the city did not in good faith answer the offer for the land. He disagreed with the land taking. Pavone walked into the meeting after the vote, saying he had not been toldof the discussion.
