The council approved the Hillside Village project by a 3-0 vote earlier this week. The council will take a second vote on the project June 19. Community Housing of North County, a nonprofit agency, will manage the complex. The city redevelopment agency is contributing the land.
The eight-acre project is on land originally zoned for mobile homes. The remaining acreage will be reserved as open space.
Some residents in a neighboring subdivision said the project would cause more traffic, while others object to the addition of more low-income units.
