The project has been hung up while the developer and zoning commission resolve zoning issues, Mimi Heiman, Carr vice president, tells GlobeSt.com. "I think we've gotten straight with the city," she says.

If the board approves the development, work could begin between July 1 and Aug. 1, Heiman says. The Bee Cave Zoning Commission has approved the change.

The 18,000-sf center is positioned on 2.6 acres fronting Bee Cave Road east of the area's biggest shopping center, anchored by an 85,000-sf H-E-B grocery store. It is the first of two phases planned by Carr, the managing general partner for Uplands Village Ltd. The second phase would be 30,000 sf on five acres.

Carr has talked to a variety of tenants about setting up shop in the center. They include dentists, furniture dealers, restaurants, hair salons and title companies. All of the Uplands Village development is community-oriented with facilities such as an animal hospital, specialty retail, restaurants and an assisted living center.

The Village of Bee Cave, which grew from 238 residents in 1990 to 656 in 2000, has been coming to terms with development in the past several years. It had imposed a moratorium on development to give it a chance to catch its breath. The village has imposed stricter development rules and is attempting to get developers governed by previous rules to adapt to the new ones.
