Sempra officials had said they would submit the application by Monday. Several months ago, they said it would be in by May. Officials for the energy company now say the application is about a week away from completion.

The delay is significant because company officials have reportedly said Sempra may scrap plans to build the industrial park, in response to a competing plan for a small power plant near the park's entrance. Sempra stilled planned to go forward with a 500-megawatt power plant.

Sempra announced details in May of a natural-gas-fired power plant and industrial park in the Quail Hills area on a 186-acre area.
