Leeds City Council approved plans for a 22-storey residential block, to be built by Persimmon Homes, on top of an eight-storey commercial podium block including offices, restaurants and parking for 400 cars.

St James Director Ian Barraclough said: 'We took on board early comments from CABE (the Commission for Architecture and the Built Environment) and following changes to the massing and permeability, we as developers and Leeds' planners are now delighted with the outcome.' Construction is due to begin at the end of 2001 with completion scheduled for Autumn 2003.
