The Miller/RBS consortium beat Hines/Amec/Morley Fund Management to develop the £1 billion ($1.4 billion) scheme. The former RAF/USAF Burtonwood airbase has the potential to attract large-scale employment. It is estimated that the site could provide seven million sf of office and industrial space, creating up to 12,000 jobs.

The Miller/RBS proposal is for a mixed-use development. Around 70% of the scheme is earmarked for offices while around 1.7 million sf will be distribution space. Support facilities will include hotels, conference facilities, sports clubs and retail. English Partnerships' Chief Executive Paula Hay-Plumb said: Omega is a flagship regeneration site for English Partnerships and for the region. 'Omega is a large, significant site with a long development period – probably some 25 years – and the approach to it needed to be both flexible and capable of maintaining the core concepts and principles of sustainability and sensitivity to local and regional priorities,' she said.GVA Grimley marketed the site for English Partnerships.
