FEMA will occupy the 11th and 12th floors of the 24-story building, which was constructed in 1990. The agency will use the location to operate the command center for Northern California disaster relief services. The center will be equipped with emergency electric power generators and other equipment to cope with a disaster or power outage.

Davin Hara of the Government Services Administration negotiated the 10-year lease for FEMA. The owner, Shorenstein Co., LP, was represented in house by John Dolby. Shorenstein refused to comment on the rate of the lease or the average rate for City Center.

The Oakland City Center project has more than two million SF of office space, 13 restaurants and food outlets, several retail shops, an athletic club and parking for 1,600 cars. City Center will expand by 472,000 sf by next spring, with the addition of 555 City Center.
