Salem-base Mountain West plans nine apartment buildings. The buildings will be two and three stories high, holding either eight or 12 units. The property will include a 2,350-sf community building and two parks, one about 20,000 sf and the other about 10,000 sf.

The larger park will be maintained by the owner of the apartment complex but available to the general public in perpetuity. The deal follows recent budget cuts that have hampered the city's ability to maintain its parks.

To ensure that the public knows the park is public and not just for apartment residents, planning commissioners have suggested a sign welcoming citizens to the "Canby Grove Public Wayside" and making clears paths from the street to picnic tables.
