"Projects like this will not only help to raise the standards of housing in our city, but also will promote additional development," says Mayor Walter Moore. The city, after experiencing a long hey-day with General Motors Corp. in the early 1900s, is now considered one of the poorest communities in southeast Michigan. The project will be completed by summer 2003.
