The change in plans is largely due to Assemblyman Fred Keeley (D-Boulder) and local commercial and residential residents, who championed Assembly Bill 43. The bill, which makes state money available for the project, was recently signed by Gov. Gray Davis.

Davis wrote a letter announcing the bill's acceptance stating, "The Hatton Canyon bypass project, originally conceived in the 1930's, would have constructed a four-lane freeway through beautiful, coastal property. I am pleased to announce, however, that after more than 70 years of debate, Caltrans, with support from local residents and regional transportation authorities, is canceling the Hatton Canyon bypass project."

"I applaud the efforts of all those who participated in striking this tenuous balance between transportation needs and environmental integrity," added Davis.
