The airport has been researching several proposals in the hopes of creating a runway that will minimize delay time. The dropped proposal was discovered to have the most negative effect on the environment and was protested against because of the noise problems it would create for the Bayview Hunters Point area.

The plan would have also interfered with an existing jet fuel pipeline and may have also interfered with the Oakland International Airport's air traffic patterns.

San Francisco Supervisor Aaron Peskin's legislation was unanimously voted for by the Board of Supervisors to require voter approval whenever an airport project would fill 100 acres of the Bay. During the past century, one-third of the Bay has been filled.
