The project is being built on the northwest corner of Minnesota Highway 55 and Vicksburg Lane. City Center already has seen such additions as a new City Hall, Plymouth Library, Plymouth Ice Center, Plymouth amphitheater, Plymouth Creek Center, Mann Theater and a number of commercial and office developments.

"Thing are starting to come together in City Center," says Barbara Senness, planning manager for the city. "Enhancements to the streetscape, combined with the public and private developments in the area, will help create a sense of community and place. It also will attract more development."

As part of the improvements, a streetscape plan calls for Plymouth Boulevard to be transformed from a four-lane roadway to a two-lane parkway from 34th Ave. to County Rd. 9. Senness says the changes should slow down traffic and make the area more pedestrian-friendly. City Center, which has long been planned to be a hub of commercial and community life in Plymouth, is roughly bounded by Vicksburg Lane, Hwy. 55, Hennepin County Road 9 and Plymouth Boulevard. It also includes public land east of Plymouth Boulevard.
