Operations moving to the space include the Storefront Improvement Program, Small Business Loan Program, Loan Servicing and the Neighborhood Housing Program. The new location includes street-level access and off-street parking.

In other PDC business, Henry "Chip" Lazenby Jr., the general counsel for Gov. John Kitzhaber, has been brought on as the PDC's general counsel. Lazenby will advise PDC Executive Director Don Mazziotti and other PDC staff with legal issues related to contracts, real estate, urban renewal and public financing.

"(Lazenby) is well-versed in the complex legal issues facing public organizations," said Mazziotti. Before joining Kitzhaber's staff, Lazenby served as a senior associate with the Portland office of Preston, Gates & Ellis. Lazenby also was Assistant Multnomah County Counsel from 1987 to 1994.
