The prospective developers are:

* Grand Elk Partners, headed by veteran ski operator/developer Jerry Jones, who is developing the $420-million mixed-use Grand Elk project in Granby.

* Houston-based Hines Development, which developed the first phase of housing at Winter Park.

* Intrawest Corp., a Canadian company that owns 10 mountain resorts, including Copper Mountain in Colorado. It also is a developer at Keystone.

* Powdr Corp., which owns Utah's Park City and other resorts.

* Okemo Mountain Resort, which owns a 520-acre resort in Vermont.

* East West Partners, which built the base village at Beaver Creek and is in the midst of a multi-billion high-end luxury complex in Denver's Central Platte Valley. East West receives financing from Crescent Real Estate of Dallas.
