Mark Abelcop, owner of San Diego Mitsubishi in Kearny Mesa, will develop the dealership. The council approved the project 4-1, with Councilman Jay Goldby voting against the dealership because of concerns about noise and parking.
The council approved a set of conditions for the project, including prohibitions on employee and customer parking and vehicle transport truck traffic on nearby residential streets.
In other efforts to diminish noise, the dealership won't be allowed to have paging systems that include loudspeakers.
