The city plans call for an eight-level parking garage at Terminal Four, the largest and newest of the terminals. The 3,500-space garage will be built on the eastern end of the airport, just east of the first garage.

This marks Withers' second garage for the airport. In November, the general contractor finished work on one in the east lot. Other garages are planned for the east lot, which will eventually have 26,000 spaces.

The parking garage is just one of dozens of upgrades and additions the airport is planning for the coming years. According to the city's capital improvement budget, more than $369 million has been allocated to airport capital improvements. The Withers contract also represents the first awarded by Phoenix using construction-management at-risk principals, which award contracts based on more than just low bid.
