In the lawsuit filed in San Diego Superior Court on Tuesday, residentsargue the city should have required an environmental impact reportbefore it approved the church campus last month.
The Vista-based church could have to pay both sides' court fees -- eventhough the suit is against the city. The church plans to build theproject over a period of years.
The project includes 365,000 sf of buildings over 40 acres on Vista'snorthern boundary at North Santa Fe Avenue and Osborne Street.
