A 19-acre parcel owned by Tewksbury hospital here on Livingston Street would be exchanged for 25.4 acres of private land that adjoins the hospital site. The private parcel is owned by developer John Sullivan, who is reportedly interested in developing a 288-unit apartment complex on the Livingston Street site if the transfer goes through. There has been some local opposition to the plan.

Sullivan is chairman of the local Zoning Board of Appeals and his brother is a member of the hospital's board of trustees. Efforts to contact the state Public Health Department, which operates the hospital, were unsuccessful but the department has reportedly stated that a residential development near the hospital could effect the three wells serving the hospital and that the Livingston Street site is preferable for the development.
