Taylor, of Grosse Pointe Farms, is senior vice president of human resources and corporate affairs at DTE Co. He replaces James Garavaglia, of Ann Arbor, who resigned. Martin has been appointed to represent the general public for a term expiring April 5, 2004.

The MEDC is a public-private partnership that hands out grants and loans to promote economic development and job growth in the state.
