Plans for the 146-acre Carlsbad Raceway Business Park and the nearby 70-acre Carlsbad Forum are under scrutiny by the U.S. Fish and Wildlife Service and the state Department of Fish and Game. The agencies are questioning whether planners have built adequate protection for habitat into the plan.
As a result, the city planning commission has delayed a public hearing on the projects.
Officials in Carlsbad and Vista have looked to the business park development as a way to extend Melrose Drive from Palomar Airport Road to the Vista city limit.
Negotiations with the wildlife agencies, the city and proposed developers are continuing.
