Planning commissioners approved the plan for a store on the southeast corner of Vista Village and Lado de Loma drives in a proposal that will go before the City Council on Sept. 25. Commissioners restricted early morning and late-night deliveries and forklift operation to offset noise.

The North Carolina-based home improvement store plans a 160,000-sf store and outdoor garden center. The chain has a store in Mission Valley and is building a store in Oceanside.

Vista Village will include a multiplex movie theater, shops, restaurants and a creek walk. The city's Community Development Commission has proposed a land swap with Lowe's to help it acquire 12 needed acres for the store, which is likely to open late next year.
