To date, three such programs have landed on the property. One developed a new building on the property, while two others each remodeled and occupied one of several existing buildings on the campus. Things have slowed done since, but Cushman & Wakefield broker Ramona Barinaga Harrington hopes to get the ball rolling again. She has volunteered her services to locate other child service agencies and organizations that would round out the campus and complete the vision.

Through a partnership with Multnomah County, the Children's Land Trust has the ability to assist organizations and agencies financially in coming to the campus, and can also assist them in fundraising and development efforts. The support would come from the sale of county revenue bonds such that an organization would only need to fundraise 40% of a building's cost. The rest would be financed at low interest rates over 15 years.

After the 15 years the proceeds from the project are funneled back into a capital accumulation fund which is made available for the agencies to use for future capital or program needs, says Harrington. The campus can hold as much as another 100,000 sf of buildings, says Harrington, who plans to enlist the support of local and statewide government officials in marketing the property and the project.

"The concept is to have these programs feed off each other, to have it really become a true campus, living and thriving and growing together," says Harrington, who last year helped support New Avenues of Youth in the creation of a children's shelter at 10th and Columbia. "Nonprofits never have a lot of money to start out with, so hopefully this will help."
