"The region will continue to grow by some amount because of demographics, the availability of jobs and the region's natural desirability," says the study. No region has ever successfully halted population growth.
Local government "does not have control over most of the sources of growth, including the number of births, the number of military personnel, or the amount of foreign immigration." According to the report, the rate of population growth has been slowing down in the county since the 1980s.
